A PROCLAMATION BY THE GOVERNOR WHEREAS, by the provisions of Section 121 of the Constitution of the State of Mississippi, the Governor is vested with the power to convene, by public Proclamation, the Legislature in Extraordinary Session whenever in his judgment the public interest requires it; and WHEREAS, on November 5, 2004, Haley Barbour, Governor of the State of Mississippi, issued a Proclamation convening the Legislature in Extraordinary Session on Monday, November 8, 2004, at 1:00 P.M., at the State Capitol in the City of Jackson, Mississippi, to consider certain legislation regarding the issuance of state general obligation bonds for economic development, and for no other purpose, as specifically set forth within said Proclamation; and, WHEREAS, by the provisions of Section 121 of the Constitution of the State of Mississippi, the Governor, in case of a disagreement between the two houses with respect to time of adjournment, is vested also with the power to adjourn the Legislature, convened in Extraordinary Session, to such time as he shall think proper; and, WHEREAS, certain matters set forth in the Proclamation of November 5, 2004 have not been resolved by the Legislature, and there is disagreement between the two houses with respect to the time of adjournment of the Extraordinary Session inasmuch as the Mississippi House of Representatives on Friday, November 12, 2004, adjourned until Tuesday, November 16, 2004, at 2:00 P.M., and the Mississippi Senate on Friday, November 12, 2004, at 2:47 P.M. adjourned Sine Die: NOW, THEREFORE, I, Amy Tuck, Acting Governor of the State of Mississippi, pursuant to the authority vested in me under the Constitution of the State of Mississippi, do hereby issue this Proclamation to adjourn the Legislature, convened in Extraordinary Session, as of Friday, November 12, 2004, at 3:00 P.M., until Monday, November 15, 2004, at 11:00 A.M. IN WITNESS WHEREOF, I have hereunto set my hand and caused the Great Seal of the State of Mississippi to be affixed. DONE at the Capitol, in the City of Jackson, this the 12th day of November, in the year of our Lord, two thousand four, and of the Independence of the United States of America, the two hundred and twenty-ninth.
